Printing at the University of Arkansas is managed by the procurement office of the Division of Business, which abides by Amendment 54 of the Constitution of the State of Arkansas, which states:
"The printing, stationery, and supplies purchased by the General Assembly and other departments of government shall be under contracts given to the lowest responsible bidder, below such maximum price and under such regulations as shall be prescribed by law. No member or officer of any department of government shall in any way be interested in such contracts."
According to the procurement office, items listed in Amendment 54 to the Constitution of the State of Arkansas are subject to special bidding requirements. The items listed are printing, stationery, and paper and inks used to produce stationery. For the purposes of Amendment 54, "printing" is defined as WET INK ON PAPER. Laser printing, quick copying and similar are not wet ink on paper. All commodities subject to Amendment 54 that are not available from PMCS, the departmental supplies section of the bookstore, or state contract must be bid by procurement or the office of state purchasing or by the university purchasing office. Departments are not permitted to take their own bids on constitutional items regardless of dollar amount. For the convenience of ordering departments, the departmental supplies section of the bookstore stocks many state contract items and can special order others from the state contract holder for office supplies.
